Students enrolled in a regular graduate program at the Graduate School of Frontier Sciences can attend these universities as exchange students at no additional tuition fee.
Under this exchange program

2) You will be able to acquire and amass credits for graduation
3) You do not need to pay tuition fees to the host university if you do not take a leave of absence.
You can study abroad for 6 months (1 semester) to a maximum of one year (2 semesters). You are also responsible for all the other expenses incurred during the exchange such as accommodation, living expenditure, insurance and transportation.
There are two types of exchange programs at the university: the University-wide Student Exchange Program (USTEP) and the ones implemented by the departments.
